I'm doing some testing of odoo to see if it will work for our custom manufacturing.  

Most of our production is custom but follows some rules so I figured I could handle these rules via the variants system and BOMs.  When I create an attribute for the product and specify " Variants Creation Mode " as dynamic, I can no longer use this product as a sub-BOM in a product. Is this a planned behavior or a bug? Why wouldn't I be able to still use the BOM as a child BOM for another product?

I wasn't clear enough, If a product has a dynamic variant attached to it call it "Assembly 1", and I create another product "Product 1" with a BOM I am not able to add "Assembly 1" to the BOM of "Product 1" because "Assembly 1" has dynamic variant creation.

Variants Creation Mode as `dynamic` means odoo will create the product variant only when you put this product variant in sale/purchase order. while on `Instantly` mode odoo will create all the variant on product creation/save.
this is the reason you didn't get a dynamic variant on BOM creation.
