How can I control the CSV import rights?

Menu Stting -> Configuration -> General Setting
Then enable/disable Import/Export field
That is a global configuration, for all users, though. Not user-specific. I'm not sure if that matters for Zbik but just a heads up :)
I'm looking for user specific solution.
