When I change a Language of users and go to Website and click on Menu it's shown me all menu items in the English language instead of a new language (I used French)?

Question

I have followed below steps:
Go to Website
Now click on a drop-down menu
Now go to User Preferences and change language from English to French
Now Go to Website
Click on    a drop-down menu
Note: - Before doing all these steps I go to the settings and generate missing translation terms also.
