On Odoo 11 Enterprise in a multi-company environment, I have this error when I try to open "Settings > General Settings": 

Odoo Server Error - Missing Record
Record does not exist or has been deleted.

This happens only when Company A is selected in the company switcher. If I select company B, I can see the general settings.

I had this error. In my case it was related to a user action. I stopped the server, cleared all sessions file and restarted. But you'd better ask Odoo support (you got enterprise contract don't you ?), because it might comes from another reason (something missing in a dashboard view ?)
