Hello, how to build a common dashboard for all users/managers?

Hi,
You can try to install the odoo * dashboard modul *e and see whether it will be helpful.
Also, you can develop your own dashboard by referring this free apps in Odoo store:-
1.  Open HRMS - HR Dashboard [1]
2. HR Dashboard [2]
