Is there the concept of a "purchasing shopping cart" in Odoo?

I have two vendors, each of which I need to buy more than 1,000 line items of product every day (spare parts).

Due to this volume, the vendor requires that I always send POs of exactly 25 items each (which is a practical amount of items for them to have on each PO).

In order for them to be able to pack in time, I must place the orders as soon as I have the data. Thus we start placing the orders in the early morning, then throughout the day.

As our sales orders are coming in throughout the day, parts are allocated from stock, and what we don't have on hand, shall be added to the "purchase cart". I then have a dedicated team working on that global purchase cart, creating POs of 25 line items each, thereby grouping products together which are more suitable to pack in one box.

I had exactly this feature in a German ERP, which is only available in German language.

Now I want to go international, and was looking if Odoo could do the job (I need the multi-language feature).

Would be very grateful for any information on above workflow.
