please help me where can I put paper format record in Qweb.

I'm just a beginner, but I believe you set the paper format for your company. Go to Settings|Companies and select your company. Then select the 'Report Configuration' tab. You can edit this company and change the 'Paper Format' to what ever you want, or you can create one on the fly.
You can also change and add formats at Settings|Reports|Paper Format.
