First step is to enable "Full Accounting Features" for a user under "Technical Settings" (you have to be in developer / debug mode).
However, that only includes basic features (there is a Chart of Accounts, postings are automatically made, but there are no reports).
You might want to look at the third-party add-ons and MIS Builder which will allow you to create P&L and Balance Sheet.

Is it confirmed that we can run the modules together with the Odoo community version 13?
Is there a recommended hosting place, so that we easy could set up the community version?

Third-Party apps will normally work with Community Edition, but there may be some limitations listed in the documentation. Apps from the Odoo Community Association (OCA) are for the Community Edition.
I suggest you ask a new question about hosting options.
