Is there any standard way to transfer opportunity from one stage to another through the pipeline only after checking the certain qualifications like questions answers?

There is no standard.
Every Company has their own stages and qualification questions.
You can use the Automation Framework (doesn't require writing modules) to block Users from dragging Opportunities from one stage to another if certain fields are not complete.

Okay , but while transfer from one stage to another should check some mandatory conditions otherwise sales person can make false Transfer without working on that particular lead or opportunity. It will affect the entire sales team.
