Hi,
Upgrade v16 database to v16 enterprise first, to do that add enterprise codes to v16 instance and install web_enterprise app in your database.
See: How To Upgrade Odoo Community Database Into Enterprise Edition
Once the db is changed to 16 EE, using odoo upgrade service migrate it to 17.0
