I have a plan of installing Odoo 13 on a hosting and domain that is not VPS. Can any one tell me if that is even possible.

Installing Odoo is not recommended on shared hosting, it is doable but it has a lot of draw backs and has less flexibility. VPS is the best environment to install Odoo in order to have full control and access to all the cool functionalities.

As long as you have root access (Linux) you can install Odoo on any server. Please read the installation documentation first adn then ask specific questions, if any.

So, you are saying it can't be hosted on a shared hosting.
