I want to create a notification on odoo v9 to remember the date of the new meeting with the partner

You can install this community module and can achieve the same,

https://www.odoo.com/apps/modules/9.0/general_reminders/


If you want to do it urself, then you can create a scheduled action and check the date & can send the notification via e-mail.
