I have tried establish reordering rule 0/0/1, following the odoo documentation ,on my product and it seems it is no longer possible. Field To Order is not active.
I am using version 18 on odoo.sh
What am I doing wrong?

I think the documentation is wrong and the functionality has changed.
The 0/0/1 rule should be
The "To Order" quantity is calculated by Odoo
The Multiple quantity is not displayed as standard, but can be shown:
(I suppose whoever wrote the documentation saw the "To Order" field and thought it was the Multiple Quantity because that is not displayed as standard)
Also, the Multiple Quantity has been removed and replaced with a UoM in 18.1 as part of that strange set of changes!

Yes, replenishment rules exist, but the way you access and manage them has changed slightly.

Yes you can, here is an example. Why do you want to do that? I would say it is better to use MTO in such cases.
